All the bushing have been replaced. I've replaced the rack a couple of times and there seems to be a little slop in all of them so far. Webbolts are 5/8” diameter. The FSM does have a preload the pinion bearings need to be set at. I guess the pinion adjustment could have loosened or a bearing failed to give slop in the rack. 1999 Camry 1mz-fe V6.
