Theres also a system called Onslaught, everyone in raid at the start of a phase or start of a set period of time (month, 3 months etc) submits their own loot prio list and loot is distributed accordingly, with rolls for ties. Basically a modified loot council.

WebLoot Council is the best loot system imo but it requires trustworthy people on the council and it requires transparency. A good loot council takes a fair amount of work from those on it. So they know how to prioritize gear. They need to track who is getting gear and attendance and again the need to be transparent about everything.

After loot drops players need to express interest and then the council has to deliberate on who gets the item. Sometimes this is super quick as only one person wants it, other times 3 or more would like it and the merits for each have to be discussed.
WebIt completely depends on what kind of guild it is, how long the guild has been together, etc. I think a newer guild would benefit from DKP. A more established guild with vocal leaders within the guild would benefit from loot council. Also personally, I would avoid any guild that has a loot council with real life friends or their significant other.
WebDKP can reward individuals who are dedicated members of the guild but still want to improve themselves first. Loot council is more about improving the guild as a whole. (for the most part). I would personalyl prefer DKP because then you have control over your own destiny.
